I always loved that text-character-looking version of Galaga on the C64. The first time I ever saw it was many years after it was released. It was one of several things on the back of a disk of stuff that I got ahold of.. one of those quirky gems that you'd run into expectantly that was meant as a filler, but was actually better than the main thing you were after in the first place.
I assumed from the look of it that it was done as someone's project, and that the look was done intentionally. Whatever the deal is with the look, it is one of the smoothest playing versions of Galaga I've played.
